I always thought that the Raptor's Black Feathers cloak looked too heavy for the assassin type it's meant for. A lot of my greivances stemmed from the rather ugly bones and ropes on the inside, and all I could think about as my character snuck around was how load that would be. So I went and removed them.
Use either UXM or Mod Engine 2 and drop the "parts" folder in to their installation routes.
