This simple batch file mod unlocks all shouts, gives dragon souls to unlock the shouts, and removes the shout recovery timer.
If you want to keep the timer, open the file and remove “player.setav shoutrecoverymult 0” near the end of the file. If you’ve already run the command and want it gone, open the command prompt with (`) and type player.setav shoutrecoverymult 100, then hit enter.
To install the mod, take the allshouts.txt file and place it in the main skyrim directory (The one with Skyrim.exe, or SkyrimSE.exe in it. To find it, go to Steam, right click Skyrim, and click “Browse local files”, and that is where you will dump the file.)
Once the file is in, load your save, open the command prompt with (`), type bat allshouts, hit enter, and thats it!
WARNING: If you are not using Skyrim Special Edition, and the DLC shouts don't work, it means your DLC load order doesn't match the first two digits of the files DLC codes.
WARNING... AGAIN: If you encounter a bug, in where you are asked to shout and the game wont register it, tap, or hold z for less time in order to say the first, or first and second word of the shout. If it's still not working, make sure it's the shout meant to be used in the situation. (I.E., when meeting the Greybeards for the first time, you will need to use Unrelenting Force, until asked to use Whirlwind Sprint.)
