Initial Version "it just works"
Simple change to the text of the config file switching it to UTF-8 encoding by saving it in Notepad++ with the .txt file extension after changing the settings for new documents to be in UTF-8 then copy pasting the original documents text into the new file and saving. Got the idea from CavalierStatue13 and learned how in about 30 seconds of google searching "how to convert utf16 to utf 8 in notepad++".
